That's something Baltar has in common with Roslin, apparently... she thinks that she's the "dying leader" prophesied in their scriptures, which has made her almost as dangerous.... according to Lee and Zarek, anyway.
Zarek has always wanted the presidency for himself and Lee is just his idealistic puppet while he gets played into every situation possible by Zarek who remains very quiet when all the verbal exchanges happen. The master pupeteer at work.
